My Apple Watch 3 will not connect to my iPhone 11

my watch is not paired to another. It is a series 3. I have an iPhone 11. The phone will not pair with watch. The watch will not go to settings on my phone or watch. The watch I love you! Shows the Apple logo surrounded by a design and the words around the design showing it’s make ans model. It will not pair or continue the update I have full wifi and power and the watch and phone are beside each other. I am ready to give up.
