I’ve tried messaging a friend that has an android on my iPad but it will only let me message iPhone users. How can I change this?

You will have to setup and activate the Messages app and the Text Message Forwarding feature on your iPhone. You will then have to include your iPad to access the Text Message forwarding feature.

Your iPad is not a cellular telephone. It has absolutely no ability to send or receive SMS messages. It can only send and receive iMessages to/from Apple product users.
