Note attachments are unavailable after iPhone transfer

My wife recently upgraded from an iPhone 12 to an iPhone 14. She uses the notes application a lot. She has almost 400 notes, most of which have some form of attachment. The notes are stored in iCloud.

We did a restore from iCloud during the upgrade process. All the note entries are there on the new phone, however... the document attachments (like pdfs, etc) are not working. They show up in the note, and even will say how big it is. But we are unable to open this attachment on the new phone at all.

If we transfer notes from the old phone using Airdrop, we are able to see the attachments just fine. However, it seems we can only transfer one note at a time, and with almost 400 notes, this will take a very long time.

Shouldn't these attachments work on the new phone without trying to workaround it? Is there something we should be doing to make the phone download these attachments from iCloud? How do we fix this issue without spending days transferring one note at a time?

Thanks

In case anyone else runs into this issue, the solution was to disable iCloud Sync in Apple ID / iCloud / Show All / Notes / Sync this iPhone. Then force-close Notes. Then enable sync again and go to Notes to let it redownload everything.

This was assuming that the attachments were found in icloud.com / Notes.

Thanks to the support engineer who got it straightened out right away.
