I need iOS16 on iPhone 6 to complete transfer to iPhone 11. How do I get this? It’s not an option listed in updates.

iphone 6 can't be updated to ios 16.
I am transferring from iPhone 6 to iPhone 11 and need iOS 16 on iPhone 6. It’s not an option when installing latest update
