Apple Trade In Program

How do I report a possible issue with the third party that Apple uses for their iPhone trade-in program? I sent in a fully operating iPhone 8, in great condition for an estimated value of $75 max. I received an email stating that the value had been revised to $0.00, reason being "Operating system not functioning properly". I canceled the order and had them return the phone. When I received it, the software had been completely removed. I was able to reinstall it via iTunes, and everything is now functioning normal.

The issue is, there seems to be no way to contest this. Apple needs to take some responsibility in using these third party contractors. I know apple can see everything that has been done to their products, within limits. So to allow such things to happen is unacceptable, when people are trying to recycle their products at minimum costs, and being used by others to profit, by being deceitful.
