Apple will charge the payment methods in the order they appear on your account. Starting with Account Balance and then moving on to any credit or debit cards setup for your account.
If for some reason one payment method cannot be charged, it will automatically try to charge the next one.
Figure out why your regular payment method was not able to be charged.
