Where is iCloud data stored?

My colleague has moved to a new country from Hong Kong. She has her AppleID region changed to match her current location. She is concerned about whether her iCloud data is still stored in one of the iCloud data centres in China and which the government has the authority to access the data stored in the servers in China.

And now she’s moved to a new country. Will her iCloud data be moved to a server located elsewhere or is still accessible to the PRC government?
