Can’t use Apple Account Balance

I have an Apple account balance of 25 dollars but whenever I try to make an in-app purchase it tells me it is unable to complete purchase. What gives?

You can use your Apple ID balance as payment method, see -> Add money to your Apple ID balance

Add money to your Apple ID balance – Apple Support (UK)

set your Apple ID balance as your default payment.

Why do I keep getting told to add money into it? There’s already money in there. How does it get used?
