Sounds like it's locked via AppleID. In that case, you contact the previous owner and ask them to unlock it, and remove it from their AppleID account. Then you're free to set it up under your own account.
There is no other option. Locking via AppleID is a theft deterrent that renders the device unusable if it's lost or stolen.

Unless that person followed the steps from the link above, you will not be able to use that iPad. It’s a security issue. Sorry.
