My iphone SE Gen2 won't rotate maps upside down. This is important when I use Waze or Google maps and need to keep the phone plugged in and charging while in my cupholder, it started happening after I updated to IOS 16, before it used to flip just fine.

It was possible on all iPhones up until the iPhone X. Apparently Apple decided to eliminate the function in iOS 16 for all pre-X models. Maps still rotates on my spare iPhone, a 5s on iOS 12.
Maps rotates in every direction on my iPad 2018 with iPadOS 15, so probably Apple dislikes rotating on devices with a notch. And it certainly is impossible with the Dynamic Island.
Mine did until iOS 16 in Maps for sure an I'm certain in some other apps too.
To my knowledge no iphone display has ever rotated to upside down on any app
None of my iphones did that on any apps but I never had the SE
My 6S and 7 do it on Google Maps, but only that app out of all my apps
You cannot turn a notch phone upside down because you lose the swipe up bar
