Blue speech bubbles on Apple Maps

Does anyone know what these blue speech bubbles mean on Apple Maps? It is only on certain roads and spans down the whole road.

'My location' icon in maps. My location in Maps App shows a blue beam, not clear what it means, when I rotate the map, the beam turns with it with half the rotation. It is not the North direction, but what is it then? It is in any case confusion and got last in The Hague Netherlands.

Yes I have that on mine and wondered the same thing. You tap on it and nothing happens.
