Ringtone volume AirPods versus speaker

I’m happily listening to a podcast on my phone via AirPods, with a comfortable speaker volume for the podcasts, that’s about 50% maximum, and then when a phone call comes in I get something that is literally painfully, ear splittingly loud blasting out of the AirPods at me. When I have tried to turn down the ringtone volume, I then cannot hear the ringtone when the AirPods are out, the ringtone is coming through the phone speaker, and the phone is not right next to me. Can I control these volumes independently? I don’t want to turn down the AirPod volume to where I cannot hear my podcasts, but I’m gonna throw the phone and the AirPods out the window the next time, the ringtone blasts out of there like that.

Should have been obvious, but wasn't: I had turned off the setting to control ringer volume by buttons. So that meant the ringer was going to go full blast on Speaker and AirPods. Turning that back on again meant my ringer volume was again controlled by headphone speaker settings. But I'd still love to be separately able to keep primary ringtone on speaker louder than normal volume settings but not have the airpods follow that same rule.
