After upgrading from Catalina to Big Sur 11.7 on September 18, my Safari version is stuck at 14.1.2, even though Safari 16 came out September 12. Software Update wheel "Checking for Updates" spins continuously (automatically update box is checked) with no effect. Using iMac 21.5 in., 2017.

Try restarting in Safe Mode, and update while in Safe Mode.
Sometimes, just restarting in Safe Mode and then restarting normally may be enough.
