Disabled, received the mail message from Apple, and re-enabled.
Contact Apple Support, as they have visibility into your Apple ID that nobody else around here has.

Yes I tried to turn it off in settings. But the phone always claims that “Verification Failed”
No. I can’t. I tried multiple times on different days. I posted a screen shot….
So they ing strange occurred,,, can’t even get into NAME NUMBER EMAIL

By the way, I want to turn “Find my phone” off because it seems to be on every couple of hours lately. Never used to be like that before.
Are you using Wallet or any other pay service? Do you have a business email account on your iPhone?
It’s a big lie and I want Apple to stop this from happening.
Put your iPhone in DFU mode, connect it to your computer and restore it as a new device.
Did you follow the instructions posted by Carol B. to turn off Find My?
Also that is not where you turn it off, you go to Settings > Your Name > Find My and turn it off.
Not using wallet or other payment service.
and not a business email.
And not using the correct method to turn off Find My.
That usually happens when there is an issue with the Apple ID you are signed in with and/or your cell provider. Try signing out and back in.
