That’s as far as the iPhone 6 is gonna go. iOS 16 is for 8 and up.

12.5.6 is as high as iPhone 6 can go
iOS15.7 is the highest for iphone 6S, iPhone SE1 and iPhone 7
For iOS16 you need iphone 8 or newer.
