Credit Card verification

Every time I try to download an app using my apple id it asks for credit card verification and when I put my card in it tells me that it failed or that my card is expired I have tried restarting my phone, updating it to the latest settings, even removing my card and re-adding it but nothing is working, I'm just trying to download amazon and it does it with every app, does anyone know how I can fix this because it's really annoying me.
