how to enable fitness plus in fitness app?

have new iPhone SE 2022 with iOS 16, new iwatch 8 with OS 9

This does not exist in my fitness app: „ „2.Tap Apple Fitness+ at the bottom of your screen.“

i have no tab „Fitness+“

I have only Tabs: „Summary“ and „Sharing“ .

how to find fitness plus app?

I have tried all of the suggestions in the articles. I have an iPhone 14 pro. I have the premier one account. I still do not see Fitness + on my fitness app. I do not have an Apple Watch. What else can I try. I have also deleted the app and downloaded it again with no success.
