If you have no Wi-Fi, and have no active cellular plan, then no.
In the US, 911 calls can likely also be made.
But sending or receiving SMS texts, no.
If you should regain Wi-Fi access, then non-SMS-based and non-cellular-dependent apps such as Apple iMessage should work. But again, not for SMS.
