Can I install Dreamweaver from my Creative Suite 3 Design Premium on my MacBook Pro (Monterey Mac OS version 10.15.7?

Unfortunately, no.
CS3 is old, 32-bit software that is no longer supported by Adobe and is not compatible with macOS 10.15 (Catalina) or later, including Monterey (macOS 12). You will need to get the current Adobe Creative Cloud version if you want to run on Monterey.
