How do I retrieve phone numbers to my iPhone from the cloud

Phone numbers on iPhones are associated with email accounts.

If you are not seeing some phone numbers, have you recently removed an email account? If so, if you add it back, do the numbers reappear?

Check to make sure that all the contacts are available by going to Settings > Contacts > Accounts. Click on each account and confirm Contacts are enabled.

For iCloud Contacts, tap on Settings > [ your name] > iCloud > Show All and confirm that Contacts is enabled.
