Can you crop the height (not the time duration) of a video?

MacBook Pro 15″, macOS 10.14

Within Photos.app?

I can confirm that version 7 allows video crop. Select the video, click "Edit" button on top right, click "Crop" button on top middle, crop and/or rotate to suit.
