Troubleshooting Undetected iPhone on a PC:

Things to try that come to mind...

A. Did you have Security Software Installed?:

If you have installed Security Software on your PC, then disable it temporarily. The software may bar blocking the device from being seen as a connected device.

B. Single-Out this New Administrator:

Create and then log in as a different user and see if it is seen. If it is, then it is something configured in your current user.

C. Hold Down F5 when Booting:

Holding down F5 when booting, system caches are cleared. This is a good way to rid of temporary files getting in the way.

D. Reinstall iTunes:

Uninstall iTunes > restart the PC > install iTunes > restart the PC > connect the iPhone > see if it is seen.

E. Install Updates:

See if you can install updates on your PC. Updates would be for all apps, not just Windows alone.
