what is your question? Looks like you're trying to update to iOS 15.7, but then asking about iOS 16?
If you want to update to iOS 16, then skip updating to iOS 15.7. The option for updating to iOS 16 is shown in your screenshot.
you should turn off low power mode when you update, better yet.. plug it in
