Push notifications deleting after installing Safari 16

I have a M1 14" MBP, Monterey 12.6, running Safari 15.6.1 and my push notifications work fine. After updating Safari to 16, they have stopped. I receive the push notifications but they won't open when I click on them. If I click on show, they delete. I have Notifications in preferences set to allow notifications on the particular websites. Also I've checked the show previews to always. Also I've checked show in Notification Center and automatic in notification grouping. On Safari preferences, I have turned on notifications to allow.. I've reinstalled safari twice. When it is on Safari 15.6.1, I'm fine on it working but as soon as I take it to 16 the same thing happens. I've tried this twice. I tried adding other websites to push notification to check if it was a particular website that this was happening with, but all of them do the same thing. At this point I've taken Safari back to 15.6.1 to receive them. Also, on the left side of Notifications in preferences, Safari is not listed to allow notifications if that makes any difference. What am I missing? Is there a different way to doing this with Safari 16? Any help would be appreciated. Thank you

To help troubleshoot the notifications in Safari on your Mac, we suggest to perform a restart in safe mode. This helps verify your startup disk, deletes some system caches and more. Once your Mac is in safe mode, please restart it as normal and test the notifications in Safari. This may help resolve your issue.

How to use safe mode
Determine whether you're using a Mac with Apple silicon, then follow the appropriate steps:

Apple silicon
1. Shut down your Mac.

2. Turn on your Mac and continue to press and hold the power button until you see the startup options window.

3. Select your startup disk, then press and hold the Shift key while clicking “Continue in Safe Mode.”

4. Log in to your Mac. You might be asked to log in again.


Intel processor
1. Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.

2. Release the key when you see the login window, then log in to your Mac. 

3. You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window.

We recommend testing in a new user account. Here’s the steps as listed: Set up users, guests, and groups on Mac - Apple Support 

  • On your Mac, choose Apple menu  > System Preferences, then click Users & Groups .

If the lock at the bottom left is locked , click it to unlock the preference pane.

  • Click the Add button  below the list of users.
  • Click the New Account pop-up menu, then choose a type of user.
  • Enter a full name for the new user. An account name is generated automatically. To use a different account name, enter it now—you can’t change it later.
  • Enter a password for the user, then enter it again to verify. Enter a password hint to help the user remember their password.
  • Click Create User.
  • Depending on the type of user you create, you can also do any of the following:
    • For an administrator, select “Allow user to administer this computer.”
    • For an administrator, select “Allow user to reset a password using Apple ID.”
    • Use Sharing preferences to specify whether the user can share your files and share your screen.

Thank you for your reply. I restarted in safe mode, restarted and still have the same problem. I tried flushing the DNS cache (if that would even have anything to do with it), and it didn't help. I suppose I could try erasing everything and starting completely from scratch, but I'd like to avoid that if possible. I also ran OnyX to see if that would help. Still same problem. I also tried resetting PRAM and SMC. Same issue. Would you possible have another suggestions? Thank You
