Microsoft apps might include OLE features within, but iPadOS itself does not include DCE RPC/COM/DCOM, OLE, .NET, nor other Microsoft app development infrastructure. (Exchange Server client support, FAT, and an Apple implementation of SMB do exist.)
App development on Apple platforms is usually with Swift, Objective C, Objective C++, or some other choices, and less often with Microsoft C#, F#, or other Microsoft languages and tools and frameworks.
Microsoft does have Xamarin .NET available for iOS, and probably some other choices. Probably OLE
Cross-platform frameworks tends to be a whole ‘nother layer of code to debug when something goes sideways. “Write once, debug everywhere”, etc.
Do you have a particular question about Microsoft tech and tools? Somebody around here might be able to answer, but that answer might be to check with Microsoft.

OLE is a Microsoft feature. It may be present in Microsoft apps for the iPad such as Word, Excel and PowerPoint. But is not a native feature of there iPad no.
