Safari minimizing

Every time I press the Red X button on safari it always minimizes instead of actually closing even though I have the setting close windows when quitting an app and I don't know what to do it does this with others like apple music it just minimizes instead of closing the whole application

The Key Words are " close windows when quitting an app " means exactly that, and as @picas has already mentioned the Window Is Closed not the Application.


Example in 2 images below.


I have Apple Mail Open and viewable and use the Red Button to Close the Window


In second image of my Dock - notice the Mail application has the Black Dot below it. That means the Application Window is Closed but the Application itself is still active and not Quit Completely
