According to Google the latest MacBook Pro that is certified to run Flex is the Mid 2014 MBP. And FWIW, there's nothing to indicate you can run Flex and macOS together.
If you have an Intel CPU Mac, then any virtualization engine will do.
If you have an Mx CPU Mac, then you may need to use Parallels and AMD version of the operating system in question.
If Chrome OS Flex is designed to work on Android phones, you may find it easier to use something like Bluestacks to enable it.
Keep in mind Chrome for the Mac is a web browser on its own. Only if you need phone specific Apps will that be significant.
Apple menu -> About This Mac will tell you what type of CPU you have.
