How to download a file from icloud so its actually on my iPhone?

Can someone please tell me how to do this? Seems as if it should be so simple but every thing I've tried (from web searches) ....nothing seems to work! iPhone 11 Pro...software is up to date. I've logged into iCloud on the phone...found the file...even in 'share' doesn't give me the option to simply download it to the phone? This can't be this complicated , right?

On your phone:

Open the Files app

Navigate to the file you wish to download

Tap the cloud icon

The file will download

Just notice that it DOES appear in the download folder under the iCloud heading: iCloud....>downloads. If this is the downloads folder its somewhat confusing in that it doesn't appear in 'on my iPhone' but in a 'downloads ' folder heading under iCloud.

Thats what I've been trying. When I do that it doesn't appear in my 'On My iPhone'....also, I don't see the usual Dnld 'cloud ' with down pointing arrow?
