As indicated by Todd0213, the iOS/iPadOS Photos App does not provide a native method for renaming photos on your device. However, there a third-party Apps that will both expose and allow you to change the respective filenames of photos stored on your device.
Of third-party file manager Apps available in the Apple App Store, perhaps consider Stratopherix FileBrowser - Document Manager, or its “pro version” FileBrowser Professional:
