Occasionally, I will reset the number of plays on iTunes so that it meets the criteria of a smart playlist I've made. When I went to reset the play counter, it showed that it was successful, but when I hit OK, the number of plays has not reset. Why is this?

Try Repair security permissions for iTunes for Windows - Apple Community. Even though plays only exist in the iTunes database it won't reset them if the permissions are wrong.
