iPhone 7 tops out at iOS 15.


If you don’t have the software update button, restart the iPhone, and check again. Then shut off Screen Time / Focus / Parental Controls, and confirm that the device is not managed; that no profiles are loaded, and check again.

Check for a management profile, and check for a beta. I’d suspect this iPhone is managed, and updates are locked.


In iOS 15 (don’t have 14 handy to check) that’s at Settings > General > VPN& Device Management

And if this device is supervised, yes, you’ll need to contact the organization that is supervising it. Management profiles can be removed, but a device that is supervised can only be cleared by the organization that has supervised it. A device that is supervised will have a notice posted at the top of the settings page, located at the top of the column above your name and the Apple ID settings.
