TrackX from Coremelt does this very easily. Here's the tutorial, go to the 3 minute mark and watch from there, they do this exact thing.

There's an effect available that allows you to go through a clip and choose where you want the image center to be. It's easy to use and designed to convert horizontal format video to vertical or square video for social media.
