There's an effect available that allows you to go through a clip and choose where you want the image center to be. It's easy to use and designed to convert horizontal format video to vertical or square video for social media.

A bw filter?
Then you will have to use the Transform function to keyframe the horizontal movement. If the movement is constant a couple of keyframes should be enough. Use as free as you can.
If the originals are in landscape view you might try editing in that format, and then using the Duplicate function that converts the project to portrait mode. This uses AI to frame what it sees as the center of interest. This might work for you.

That’s what that function should do, track the individual across the frame. If you could post a clip on YouTube we could test it.
