iMessage Images didn't transfer to new phone

I transferred my stuff to my new phone via iCloud (I have all my messages backed up there). The images didn't transfer though. They show up as blank text bubbles in my history. It's frustrating me to the point where I'm tempted to just return my 14 Pro because I don't want to lose my image history. I tried disabling iMessage and rebooting. I tried signing out of my Apple ID in iMessage and rebooting. Nothing seems to fix it. Help!

By the way - SOME of my photos appear, but not all of them. There's no rhyme or reason. It's like it started restoring the photos then half way through stopped for some reason.
