My iPhone is slow and is out of date but every time I try to update it, it says its up to date. In the files of my iPhone there is 1 file that says "android" and another file that says "baidu" and when I delete these files they show up again. How do I delete these files?

If you have an iPhone X as shown in the footer, that model is supported with iOS 16. Currently, that is iOS 16.0.2.
If you don't have an iPhone X here, which iPhone do you have, and which iOS version?
To update a phone that won't update otherwise, use a computer. Mac and Windows can be used.

If things are badly corrupted, you can back up, factory reset, and restore (this describes reset, with links to backup and restore):

Once you're running something more current, issues with iCloud or such can be checked, if the problems persist.

iPhone X is current on iOS 15.7 and on iOS 16.0.2.
If you happen to have a beta profile, remove it.

Which iOS version? There are two in common use recently, iOS 16.0.2, and iOS 15.7 for those that have not made the jump to iOS 16.
Where are these two files? In Files app? And if in Files, are these files in iCloud, or stored locally?
I do have an iPhone X but it says its up to date. I've tried to reset it but the android and baidu files are still there.
