Yes. Sharing an iCloud storage plan is an option for the person sharing it. If it is shared, it is also optional for anyone in the family who is paying for an iCloud storage plan (i.e., not using the free 5GB plan) to decide whether they want to switch to the shared plan.

These options do not depend on whether or not other Apple services are shared.
