How do I pair my new Apple Watch with my iPhone without iOS16? I currently have iOS15.6.1 and my employer has not approved the iOS16 update yet

Apple Watch Series 8 requires an iPhone 8 or later with iOS 16 or later. I am afraid there is no workaround. For more info, see the footnotes at the bottom of:
