I’ve been trying to update my watch for weeks but since I don’t have wifi I haven’t been able to do so. Does it have to be connected to wifi or is there another way?

As explained in the support document you posted from, the Watch or the paired iPhone must be connected to WiFi for the update to download, there is no other way.
