for the past few days , i’ve been receiving photos & videos but all that shows up is that white paper with the question mark . i’ve tried downloading it but it won’t let me download it either . what do i need to do to be able to see image .?

If attachments in Messages are not downloading, the first thing you'll want to try is restarting the device as this can often help with download issues.
If you're still unable to download message attachments, you can try restarting the iMessage service. Navigate to Settings > Messages, and turn off the iMessage option. Wait a few seconds then turn it back on.
If you still can't download message attachments, you'll want to contact Apple to report the issue: Get Support
