I am not getting messages from ONE person on my iPad. I get other messages on my iPad from several people. This one person I get messages on my iPhone but it never shows up on my iPad. I have tried rebooting. I've checked blocked numbers. I checked to make sure all of my message setting are correct. Any suggestions.

Presumably this one person does not have an Apple device, but instead uses an Android or other-brand mobile phone to send and receive SMS Text Messages.
If you have an iPhone - and both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON
