My alarm starts with one ring on normal volume and then decreases volume on subsequent rings. How do I fix this

I have a iPhone 13 Pro

iPhone 4s, iOS 9

Go to Settings/Fact ID & Passcode and turn off Attention Aware features.

Do you look at your phone before it decreases in volume? If so, you have facial recognition on and that is normal for the volume to decrease when you look at it.
