enabling Content Blockers using Safari

I'm trying to install Norton AdBlock on my 7th generation IPad, ios 15.7, without any luck. Internet searches have been no help at all, most information is for previous instances of ios and are not pertinent to my ipad. How do i enable Content Blockers using ios 15.7 so i can use Norton adblock? Thanks in advance

Norton Adblock may be obsolete - and superseded by the Norton 360 product:
