I follow all the instructions to program my Vizio sound bar to the volume button on my remote. I don’t have the sound bar remote to “learn” the connection. Is there any option to enter a code like old times?

The most often used volume control signals are supported out of the box. Only for devices with deviating different signals is the learning needed.
If the Auto setting doesn’t work for you, then try manually setting the Apple TV to use Receiver via IR, or how it is listed for you.
Else buy or borrow a replacement Vizio remote for the soundbar to help learn it.
