hello, relatives gave me an old ipad mini, but it is blocked, the mail associated with the account is also blocked. no one remembers the answers to the security questions. How can I unlink my old account?

If your relatives are the original owners, have them contact Apple. Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.
