iPhone 14 Pro not syncing with iCloud

For the last two weeks or so my iPhone 14 has not sync'd any photos to iCloud.

My setup:

Other devices, iPhone 13 Pro and iPad Mini 6 are also not syncing
The last time my phone sync'd to iCloud was 9/27

What I've done so far:

Turn iCloud photo syncing off and on
Paused syncing and restarted syncing
Turned off and on Cellular Data
Signed out of iCloud / phone and signed back in
Reset network connections, then signed back in to my WiFi
Turn off phone and turned back on
Checked storage - I used 1.1TB of 2TB
Checked Apple's online services and Cloud Backup, etc. is all operational/online

Anything else I can do?

This issue is now resolved. After trying a combination of logging out of my Apple devices, disabling Photos from synching with icloud etc., what did it for me was to disable photos from syncing with icloud on all my devices, iPad Mini, iPhone 13 Pro, and iPhone 14 Pro, and only allowing icloud syncing with my Macbook 14 Pro. Once that started to sync I had hope that whatever was stuck in the Shared photo library, became unstuck.

Then once my Macbook 14 Pro was all caught up, then I turned on syncing for Photos on my iPhone 14 Pro. I crossed my fingers and I saw the sync status gradually move from my 98k pictures until fully synchronized with the cloud and vice versa.

I also tried these steps, which did not work:

1. Disable iCloud Photos on all devices.

2. Change your iCloud password and be sure to sign out of all devices in the end.

3. Restart your devices and sign back in one device at a time starting with your iPhone.

4. Take a couple pictures on your iPhone.

5. Enable iCloud Photos on the device and see if it starts syncing.
