We have two work iPad's locked because previous manager has left and all account's are through his phone and he has passwords. How do I do a full factory reset and recover iTunes password if he has left and isn't accepting any of our phone calls or passing on codes?
If the company is the original owner, have a designated company representative contact Apple. Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.

You used to be able to take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened) and have them remove the ID. This may have changed, so call the store before going to make sure they can help.

You cannot. If they locked it with their account, only they can unlock the device.
Best look into MDM solutions to manage company-owned devices. Or, set up devices using general email addresses under company control.
Thanks for the reply. We have the Apple ID set up under our general email but he had his mobile phone as the linked number for verification codes to get sent too. Also he didn't share the apple id password with us.
