Welcome to Apple Support Communities. We understand concern with your iPhone repeatedly restarting. Since you have the latest iOS update for iOS 15, let's look at a few other items. If you are able to get it restarted properly, go to Settings > Battery > Battery Health.
Look for any alerts or messages about your iPhone restarting. Also note what shows for the Maximum Capacity. If the issue seems to be specific to one app, you may need to check for app updates.
How to manually update apps on your Apple device - Apple Support
If there are no further updates, you may need to delete the app and reinstall it. If it's the Apple News app, you can still delete it:
