Child Apple ID age and Apple Sharing

I’m new to Apple products as a parent, I’m going to be giving 2 teens iPhones soon but want to set them up as secure as I can before giving them. I want to do the Apple Family Sharing but as far as I know they can remove themselves age 16 and over (Aus).

So am I best to set their Apple ID DOB a bit younger so I’ve more control over their phones and restrictions and so they can’t remove themself from the family sharing? Then I can update their DOB when I believe they’re ready?
