Pairing a second hand watch

I got passed the activation lock but when i try to pair it. It shows me that I have to update it and when i do it never makes to the end. I've tried restarting both device , resetting my network settings, unpaired and tried again multiple times, called apple for help, I tried everything and it still doesn't connect.

iPhone 13 Pro Max and it runs on iOS 16.0.2.

Its a series 3 watch and the apple person said it was on version 6

I have tried resetting the watch, restarting it and my phone , reset my phones network settings, cancelled the update to start it again

It saying unable to pair, or pair failed, or it needs updating and never works

Yes it has been paired to another phone before

What model of phone is it and what version of ios is it running?

What model of watch is it and what version of WatchOS is it running?.

What troubleshooting steps have you tried?.

What errror messages are you receiving?.

Has this watch ever been paired to another phone?(Very important).
