I have a 13 Pro Max with iOS 16 and the battery health on it is 88% and that is expected. There is no direct correlation between an iOS update and battery health. The iPhone 13 Pro Max is about a year old and, therefore on average at this time, 88% or thereabouts is right.
Your battery health is fine and is undergoing normal usage. iPhone batteries, like all rechargeable batteries, are consumable components that become less effective as they age. You should change out the battery once your Battery Health reaches below 80% which will take over 2 years to reach under normal usage. Until then enjoy your iPhone.

When there is a poor network connection issue (Poor Signal and almost next to nothing) then the iPhone continues to manage the connection and will use up more resources in the process. When this happens then you may experience more than usual battery usage (drainage).

I have a 13 Pro Max and have updated my iPhone to iOS version 16.0.2 and I am not seeing any noticeable issues. My battery health is fine.

one more question Alex, If I have a bad network connection while using mobile data, might I face a quick battery drain problem?
