My connection ip is always 192.0.0.1

Hello, anyone ever seen 192.0.0.1? its become the focal point of my life after my identity was stolen, you see I connect to this every time I use the internet, I don't know why and I don't know how, but it doesn't matter whether I am. apple or pc or anything cell or cable or optic fiber, I always connect to 192.0.0.1 in my trace routes, the only thing that stopped it was vpn, but then eventually, my vpn server would be 192.0.0.1

I used to be scared and worried, now its just apart of everyday life. None of you will know what it is or be able to fix it either, you will google it but it doesn't really exist out there, you will try to help and some of you will call me names, the truth is none of you can figure it out, if you could, if you could really? I would pay you, I would cash app you 1000 dollars if you can find me a solution, and if you ask if I reset my phone I will take a 1000 dollars from you, lol don't be a newb.
